I. PRICES OF HOUSES READY, READY TO MAKE PROJECTS POSTED ON THIS SITE OF PREFABRICATED HOUSES "COMFORT"

II. Important elements of pricing

What is the sum of all costs of property acquiring, its design and construction, miscellaneous fees, conformity assessment of the design project, approval by the Chief Architect, construction permit issuing, construction supervision, author and investor control, construction, connection to the communication networks, deeding of the construction and commissioning (taking possession of), issuing of a passport of the newly built property?

These are the most frequently asked questions by the visitors and users of the site.

Unfortunately only one design team such as the team of "Ready Made Designs” is not capable of accurately and adequately answering all these questions. This simply is not our business. It is equivalent to answering the question: "How much a dinner at your favourite restaurant will cost?" without even knowing what your favourite restaurant is.

Nevertheless submitting to our continued striving to be most useful to our customers we will try in this article to facilitate your efforts in finding answers to all these questions.

1.  Let us start with the design

1.1. The basic content package of the ready made designs that are published on our site is precisely priced. This price is specified for each design and you can get information about the content included in the basic package of the design in  „Main Menu > Design Conten.  

1.2. Changes in the ready made designs – It is harder to determine a price when miscellaneous changes of the selected ready made design are requested. The change of the price is individual for each case dependent on the type of changes in the areas, construction structures, water and sewage, power supply, etc. Sometimes the entire design project has to be redesigned. In these cases it is priced as a new design, considering the specifics of the task. This price (for a new design project) is approximately twice as high as the one of a ready made design posted on the site with similar parameters.

1.3. Additional Sections that are necessary – Engineering and Geological Study and Landscaping sections are necessary to make the document package for the property complete. The cost for preparing of these two sections in Stara Zagora District is in the range of 550 - 1200 BGN for a land plot. This price differs according to the individual design teams, regions and districts.

You will find out the exact prices from the designers in your region who will do these services for you!

2.  About fees – At this point we have to remind you that the local taxes and fees are determined by the local municipality councils. That is why they are different for the individual municipalities and the regions within them. The same is valid for the fees collected by the distribution businesses (Electricity Transmission and Distribution, and Water and Sewage). 

The exact amounts of your fees can be found out only in your municipality and the offices of the electricity distribution businesses in your region!

Here we will indicate only some of the more important fees, exemplary for the Stara Zagora region:

2.1. Fees collected by the municipalities:

2.1.1.      Issuance of a property sketch for designing - size A4:

  • regular service (2 week deadline)                                              - 10.00 BGN;
  • express service (3 day deadline)                                                - 30.00 BGN.

2.1.2.      Issuance of a Design Visa                                                       - 20.00 BGN. 

2.1.3.     Conformity Assessment of an investment design project:

  • Stara Zagora and SZ Mineral Spa         - 2,00 BGN/m2, not less than 100 BGN;
  • Villages of Ist group                                 - 1,20 BGN/m2, not less than 100 BGN;
  • Villages of Ist group                                 - 0,50 BGN/m2, not less than 50 BGN.

2.1.4.      Co-ordination and approval of a technical or a detailed design:

  • Stara Zagora and SZ Mineral Spa         - 2.00 BGN/m2, not less than 100 BGN;
  • Villages of Ist group                                 - 1.20 BGN/m2, not less than 100 BGN;
  • Villages of Ist group                                 - 0.50 BGN/m2, not less than 50 BGN.

2.1.5.      Ussuance of a Construction Permit:

  • Stara Zagora and SZ Mineral Spa         - 2.00 BGN/m2, not less than 100 BGN;
  • Villages of Ist group                                 - 1.20 BGN/m2, not less than 100 BGN;
  • Villages of Ist group                                 - 0.50 BGN/m2, not less than 50 BGN.

Note: The issuance of a Construction Permit is mandatorily preceded by Conformity Assessment (point 2.1.3.) and Coordination and Approval (point 2.1.4.). The Conformity Assessment can be carried out by the municipality, as well as a licensed consultancy (supervision) company.

2.2. Fees Collected by the Distribution Businesses:

2.2.1. EVN: 

2.2.1.1.Coordination of a sketch                                                  -  23.00 BGN;

2.2.1.2.Signing of a Preliminary Contract                                  -  58.00 BGN.

2.2.1.3.New connection (joining):

  • voltage below 6 kW/path shorter than 25 m                   - 444.00 BGN;
  • voltage below 15 kW/path shorter than 25 m                 - 696.00 BGN.

2.2.2.Stara Zagora Water and Sewage:

2.2.2.1.Coordination of a sketch                                                  -    4.50 BGN;

2.2.2.2.Signing of a Preliminary Contract                                  -  13.50 BGN.

 3. Construction Bills:

„The purpose of a construction bill is to determine, at first approximately and then precisely and broken into stages, the cost of the construction at the design stage and at the construction stage. In extremely rare cases the design cost (value) can be equal to the construction cost (value). Very rarely the design cost may exceed the construction cost. РThe discrepancy is normal and has to be perceived as normal and not as a surprise or a fraud, as some investors tend to do..." In our opinion this quotation from the site of Consortium SEK (http://www.sek-bg.com/), very realistically reflects the truth about construction bills.

The cost of your Construction Project will ultimately be determined by your builder and your construction material supplier who, talking to you, will assign value to and specify the Bill of Quantities prepared by you (for example – type and quality of the different coverings, roof materials, window joinery, etc.).

What you can do in advance is to collect a maximum amount of statistical data about the average prices for the country and it will be even better if you can do this for your region. This way you will be competent when you make your choice. In this regard the periodicals that the above mentioned Consortium SEK publishes: “Construction Review” and the quarterly periodical about prices in construction - "Construction Prices Reference Guide" can be very helpful to you. These periodicals aim to publish always updated information about prices in construction. You can order them from the construction book store at: http://sek-bg.com/books_new/

The latest issue of "Construction Review" (22/2010) contains a detailed Bill of Quantities for a two-floor single-family house having ground floor area of 152 m2 and total floor area of 335 m2. Site characteristics are given on page 11 of the magazine. A standard construction system has been used without improvements. The building is on a plot at elevation of +40 m without a basement. The bill does not include sanitary appliances – sinks, WC, baths, faucets. The infrastructure, including the pavement around the building is not included in the bill except the driveway paving in front of the garages.

For your convenience and preliminary reference, below we are have published some data derived from the Bill of Quantities:

As we mentioned before, this bill is just for reference. If you would like to use it, you should read carefully pp. 8 – 37 of the magazine, use the items that match your design and replace the items that are different.

You should keep in mind that smaller sites bring relatively higher construction cost, especially in the rough construction stage and the luxury improvement may increase the indicated costs by up to 65 – 100%. 

4. Construction Supervision – Here the prices can also vary and are negotiated in the range of 4.00 to 8.00 BGN/m2.

5. Investor Control – it can vary in the range of 0.00 to 4.00 BGN/m2

 

6. EXAMPLE OF A BILL

for a two-floor single-family house, total floor area of 305 m2:

6.1.      Land Plot– 1 dеcare (1000 m2 X 30 BGN/m2)                                 30 000 BGN;

6.2.      Notary Fees and Commissions                                                             1 000 BGN;    

6.3.      Ready made design                                                                                 2 750 BGN;

6.4.      Municipality Fees                                                                                      1 860 BGN;

6.5.      EVN Fees                                                                                                        777 BGN;

6.6.      Water and Sewage Fees                                                                              18 BGN;

6.7.      Construction Cost according to item 3 (3050m2 x 600 BGN)   183 000 BGN;

6.8.      Profit for the Builder (item 6.7 x 12%)                                               22 000 BGN;

6.9.      VAT ((item 6.7. + item 6.8.)*20%)                                                        41 000 BGN;

6.10.    Construction Supervision (305 m2 x 6 BGN)                                     1 830 BGN.
